Libraries are where we learn about things that are new to us. Their books broaden our perspectives, change the way we see the world and, at the most basic level, provide us with free and open access to knowledge and information. Over the two months that the People’s Library has been in operation at Zuccotti Park, we librarians have come to see how vital this mission is to the enrichment of our broader society. What’s more, in the course of our day-to-day work there, we had—and are still having—the best time of our lives. The library provides a space of dialogue, creativity, intellectual and cultural exchange and personal growth. When freshmen and sophomores in college ask me, “What should I be reading to understand what this movement is all about?” I see it as an opening for a great conversation. And when they come back to the library to return the books they took, I love to hear about the new horizons that the books helped to open for them.

The People’s Library of Occupy Wall Street Lives On

The People’s Library at Zuccotti Park—a collection of more than 5,000 donated books of every genre and subject, all free for the taking—was created not only to serve the Occupy Wall Street protesters; it was meant to provide knowledge and reading pleasure for the wider public as well, including residents of Lower Manhattan. It was also a library to the world at large, since many visitors to the park stopped by the library to browse our collection, to donate books of their own and to take books for themselves.

At about 2:30 am on November 15, the People’s Library was destroyed by the NYPD, acting on the authority of Mayor Michael Bloomberg. With no advance notice, an army of police in riot gear raided the park, seized everything in it and threw it all into garbage trucks and dumpsters. Despite Mayor Bloomberg’s Twitter promise that the library was safely stored and could be retrieved, only about 1,100 books were recovered, and some of those are in unreadable condition. Four library laptops were also destroyed, as well as all the bookshelves, storage bins, stamps and cataloging supplies and the large tent that housed the library.

For the past six weeks I have been living and working as a librarian in the People’s Library, camping out on the ground next to it. I’m an English professor at the University of Pittsburgh, and I’ve chosen to spend my sabbatical at Occupy Wall Street to participate in the movement and to build and maintain the collection of books at the People’s Library. I love books—reading them, writing in them, arranging them, holding them, even smelling them. I also love having access to books for free. I love libraries and everything they represent. To see an entire collection of donated books, including many titles I would have liked to read, thoughtlessly ransacked and destroyed by the forces of law and order was one of the most disturbing experiences of my life. My students in Pittsburgh struggle to afford to buy the books they need for their courses. Our extensive collection of scholarly books and journals alone would have sufficed to provide reading materials for dozens of college classrooms. With public libraries around the country fighting to survive in the face of budget cuts, layoffs and closings, the People’s Library has served as a model of what a public library can be: operated for the people and by the people.

During the raid, Stephen Boyer, a poet, friend and OWS librarian, read poems from the Occupy Wall Street Poetry Anthology (see peopleslibrary.wordpress.com) aloud directly into the faces of riot police. As they pushed us away from the park with shields, fists, billy clubs and tear gas, I stood next to Stephen and watched while he yelled poetry at the top of his lungs into the oncoming army of riot police. Then, something incredible happened. Several of the police leaned in closer to hear the poetry. They lifted their helmet shields slightly to catch the words Stephen was shouting out to them, even while their fellow cops continued to stampede us. The next day, an officer who was guarding the entrance to Zuccotti Park told Stephen how touched he was by the poetry, how moved he was to see that we cared enough about words and books that we would risk violent treatment and arrest just to defend our love of books and the wisdom they contain.

At 6 pm on November 15, a group of writers and supporters of the People’s Library appeared at the reopened park carrying books, and within minutes we received around 200 donations. All night and into the next day folks stopped by to donate to and take from the collection. Because the new rules of the park forbid us from lying down or leaving anything there, Stephen and I stayed up all night to protect the books until other librarians came to take over for us. Frustrated and exhausted, but still exhilarated and eager to maintain the momentum of the movement, we kept the People’s Library open all day in the pouring rain, storing books in Ziploc baggies to keep them dry.

Then at 7:30 pm on November 16, the People’s Library was again raided and thrown in the trash—this time by a combination of police and Brookfield Properties’ sanitation team. The NYPD first barricaded the library by lining up in front of it, forming an impenetrable wall of cops. An officer then announced through a bullhorn that we should come and collect our books, or they would be confiscated and removed. Seconds later, they began dumping books into trash bins that they had wheeled into the park for that purpose. As they were throwing out the books, a fellow OWS librarian asked one of the NYPD patrolmen why they were doing this. His answer: “I don’t know.”

Five minutes after it started, the raid was over and the People’s Library’s collection was once again sitting in a pile of garbage. Yet just as the trash bins were being carted off, a man stepped out of the crowd with a book in his hand to donate to us: Joan Didion’s Slouching Towards Bethlehem. We joyously accepted and cataloged it, placing it on display under a new sign for the library that we made right then on a blank sheet of paper. A true people’s library, after all, doesn’t depend on any particular number of books, since it’s ultimately about the way those books are collected and lent out to the public.

We’re still accepting donations and lending books just as we always have, but we’ve reorganized ourselves somewhat. We now have three mobile units staffed by OWS librarians, which we can take anywhere we want. For the November 17 Day of Action, we made sure the People’s Library was there to supply books to anyone who wanted them. All day long, OWS librarians walked among the crowds shouting, “The People’s Library 3.0, mobile and in the streets!” For me, it was easily the most rewarding day in the six weeks I’ve been with the movement. The people we met at our mobile units—Occupiers from New York and other states, friends of the People’s Library, tourists—went out of their way to express their joy that we were still here. They also struggled to articulate their feelings of loss, frustration, anger, disgust and outrage over the seizure and destruction of the library. All we could say in response was, “We’re here to stay! Please take a book! They belong to you!” A group of eight OWS librarians even started a new chant: “Whose books? Your books!” It quickly caught fire with the other marchers.

Libraries are where we learn about things that are new to us. In fact, it’s something that the People’s Library, by its very presence—in any location, in any form, with any number of books—is perfectly capable of saying for itself.

The Gerald Shea Memo: the smoking gun proving Israeli involvement in 9/11?

On the day of 9/11, a carefully scripted false narrative was developed and put forth by the criminal, Jewish-owned mainstream media (including all major Western media outlets), in conjunction with American government and military officials, and even Israeli officials. A perfect example of this was former Israeli Prime Minister Ehud Barak’s testimony to the BBC, aired on 9/11 shortly after the attacks.

Due to this false narrative, and the psychological impact of the (false) images presented on television and in the media that day, many Americans and others around the world fail to understand that the only people actually arrested on 9/11 connected to the attacks were Israelis, all of whom had connections to Israeli military and intelligence agencies.  In fact, the East Rutherford Police Department arrested 5 Israelis on 9/11, who are often referred to as the “dancing Israelis” due to the fact they were originally identified by witnesses who saw them dancing and celebrating the attacks on the World Trade Center Towers.  There is literally no solid evidence that any Muslims were involved in the attacks of 9/11.

Here is the police report from the East Rutherford Police Department documenting the fact that 5 Israelis were arrested on 9/11, who were suspected of being involved or having foreknowledge of the attacks.

Even less well-known is the fact that the DEA and other federal agencies were investigating a sophisticated, state-sponsored Israeli spy ring operating all across the United States in the months leading up to 9/11.  Mainstream media outlets reported on this spy ring, including Carl Cameron of Fox News, who quoted an anonymous U.S. government official as saying that, “Evidence linking these Israelis to 9/11 is classified.  I cannot tell you about evidence that has been gathered.  It is classified information.” 

Shortly after this report and others were released by Carl Cameron, Fox News came under intense pressure to downplay and even censor these reports by Cameron and others detailing this Israeli “art student” spy ring, and it’s connection to 9/11.  Christopher Ketcham later wrote a lengthy report for Salon.com in May of 2002 providing more insight and detail into this spy scandal:

In January 2001, the security branch of the U.S. Drug Enforcement Agency began to receive a number of peculiar reports from DEA field offices across the country. According to the reports, young Israelis claiming to be art students and offering artwork for sale had been attempting to penetrate DEA offices for over a year. The Israelis had also attempted to penetrate the offices of other law enforcement and Department of Defense agencies. Strangest of all, the “students” had visited the homes of numerous DEA officers and other senior federal officials.

As a pattern slowly emerged, the DEA appeared to have been targeted in what it called an “organized intelligence gathering activity.” […]

Agents of the DEA, ATF, Air Force, Secret Service, FBI, and U.S. Marshals Service documented some 130 separate incidents of “art student” encounters. Some of the Israelis were observed diagramming the inside of federal buildings. Some were found carrying photographs they had taken of federal agents. One was discovered with a computer printout in his luggage that referred to “DEA groups.”

In some cases, the Israelis visited locations not known to the public — areas without street addresses, for example, or DEA offices not identified as such — leading authorities to suspect that information had been gathered from prior surveillance or perhaps electronically, from credit cards and other sources. One Israeli was discovered holding banking receipts for substantial sums of money, close to $180,000 in withdrawals and deposits over a two-month period. A number of the Israelis resided for a period of time in Hollywood, Fla. — the small city where Mohammed Atta and three terrorist comrades lived for a time before Sept. 11.

Officials began dealing more aggressively with the “art students.” According to one account, some 140 Israeli nationals were detained or arrested between March 2001 and Sept. 11, 2001. Many of them were deported. According to the INS, the deportations resulted from violations of student visas that forbade the Israelis from working in the United States. (In fact, Salon has established that none of the Israelis were enrolled in the art school most of them claimed to be attending; the other college they claimed to be enrolled in does not exist.) After the Sept. 11 attacks, many more young Israelis — 60, according to one AP dispatch and other reports — were detained and deported. […]

A major development in this case unfolded in September of 2004, when Gerald Shea, an international corporate lawyer, submitted a detailed memorandum to the 9/11 Commission Report titled, “Israeli Surveillance of the Future Hijackers and the FBI Suspects in the September 11 Attacks and Their Failure to Give Us Adequate Warning: The Need for a Public Inquiry,” thoroughly detailing the activities of the Israeli spy rings operating in the United States prior to and on 9/11, including the fact that these spy rings were surveilling the alleged “Muslim hijackers” on 9/11.

Mr. Shea begins the memorandum:

I am an international corporate lawyer, writing to you today about a matter of public policy that is relevant to the circumstances surrounding, and our preparedness for, the catastrophic attacks on September 11, 2001. I do not know whether the National Commission on Terrorist Attacks (the “Commission”) or the Senate and House Committees on Intelligence (the “Committees”) have had the opportunity to consider these issues carefully. If
so, I hope this memorandum will be helpful. If not, I respectfully urge them, in accordance with the mandate of the Commission’s charter and in the exercise of the Committees’ responsibilities, to investigate the facts and resolve the questions presented. 

I regret that this memorandum comes to the Commission after the publication of its Final Report this past July (the “Commission’s Final Report”). As will become evident, however, it has taken some time to assemble the facts from the raw data and other information set forth in available governmental and other reports and relevant documents in the public record. Moreover, and in any event, the need to examine and resolve the compelling issues presented here outweighs the mere appearance of completeness by putting a permanent end to the Commission’s work. 

It is far more important, to all of us, that the Commission’s work be accurate and complete or, at the very least, that the Commission urge that these questions be explored and resolved by another panel as independent, distinguished and objective as itself. Both the Senate and 
House Committees should endeavor to explore and resolve these issues as well.

Below is the Detailed Summary of Mr. Shea’s memorandum, which he submitted to the 9/11 Commission shortly after they released their final report.  The Detailed Summary begins on page 49 of the memorandum.

Set forth below is a detailed summary of the tentative conclusions reached in this memorandum, which amply illustrate the urgent need for a public inquiry into the activities of the Israeli DEA Groups and the Israeli New Jersey Group. The inquiry must include, without limitation, the examination of members of the Israel Groups and related persons; officials of the Israeli government and certain of its agencies, including Mossad; FBI suspects, agents of the DEA, the INS and the FBI; certain local law enforcement officials; agents of the CIA (in camera to the extent required); other intelligence sources cited by the public press to the extent possible; the boxes of documents and computer hard drives (referred on page 29) seized by the FBI from the Israeli New Jersey Group; and of all other relevant documents, reports, communiqués and information.–


1. The Israeli DEA Groups were spying on the Drug Enforcement Agency and thus upon the United States. The DEA itself has concluded that they were probably engaged in organized intelligence gathering on our soil.


2. A highly regarded American journal knowledgeable about Israeli affairs, has concluded (a) based on its own sources, that the Israeli DEA Groups were spying on radical Islamic networks suspected of links to Middle East terrorism, and (b) based on the representations of a former American intelligence official regularly briefed on these matters by law enforcement officials, that (i) at least two members of the Israeli New Jersey Group were Mossad operatives, (ii) Urban Moving, the company used by the Israeli New Jersey Group, was a front for Mossad and its operatives, and (iii) the Israeli New Jersey Group was spying on local Arabs.


3. The intelligence sources of a substantial American television network report that the Israeli DEA Groups may have gathered information about the September 11 attacks in advance, and not shared it with the United States. One investigator said that evidence linking the Israeli DEA Groups to such intelligence gathering was classified and could not be disclosed.


4. The Israeli DEA Groups were comprised of 125 or more Israelis operating on our soil. Their leaders and apparent associates included military commanders and experts with military backgrounds in intelligence, electronic intercepts and telecommunications.


5. The wiretapping and intelligence expertise of members of both Israeli Groups, and the use of vans in local neighborhoods where the future hijackers were planning the attacks, and the extensive use by the hijackers of cell phones and land lines, made the Israeli Groups ideally suited to gather information regarding the hijackers’ plans.


6. The principal operation of the Israeli DEA Groups was located in and around Hollywood, Florida, the central training and staging ground for the hijacking of North and South Tower Planes and the Pennsylvania Plane. The addresses and places of residence of the members of the Israeli DEA Groups in Hollywood itself were within hundreds of yards those of the future hijackers.


7. The operations of both the Israeli New Jersey Group and the hijackers of the Pentagon Plane were centered in Hudson and Bergen Counties in New Jersey, within a common radius of about six miles.


8. All five celebrating members of the Israeli New Jersey Group arrested on September 11 were aware, when the North Tower Plane struck the World Trade Center, based on their immediate reaction to the attack and the information said to be contained in their van, that the attack had been planned and carried out by Arab terrorists.


9. After being questioned by the FBI on September 11, the leader of the Israeli New Jersey Group immediately fled the United States to Israel. His name and aliases appear, along with those of the hijackers and other FBI suspects, on the May 2002 FBI Suspect list.


10. Israeli intelligence officials have reported that two senior officials of Mossad warned the United States in August 2001 that as many as 200 terrorists on American soil were planning an imminent large-scale attack on high visibility targets on the American mainland. One press report states that in August Mossad provided the CIA with the names of future hijackers Khaled al Mihdhar and Nawaf al Hazmi.


11. The CIA’s explanation of how Mihdhar’s and Hazmi’s names were placed on the Watchlist through the spontaneous efforts of CIA and FBI agents is not only difficult to follow but, as the sole reason for the Watchlisting, hardly credible.


12. Mossad’s own information appears to have come from its sources inside the United States. All of the facts and circumstances set forth in this memorandum appear to show that Mossad’s two likely sources of information were: (a) the Israeli DEA Groups, comparable in number to that of the Arab suspects and who appear to have tracked the future hijackers in their central places of operation and in other states, and (b) the Israeli New Jersey Group, operating through their Mossad front in another principal locus of operations of the future hijackers, two of whom were Mossad agents, and five of whom appeared immediately aware of the origin of the attacks on September 11.


13. While little direct evidence supports the contention that the CIA was aware of or condoned the Israeli Groups’ tracking of Arab terrorist groups in the United States prior to September 11, the CIA’s pressing for the expulsion of members of the Israeli DEA Groups when they were detained before September 11, their failure to cooperate with the FBI, their circuitous explanation of how the above two hijackers were placed on the Watchlist, and other relevant considerations require that the issue be taken up as a part of the public inquiry into these painful events.

Is there anyone anywhere on this planet that would doubt the veracity and authenticity of this memorandum submitted by Mr. Gerald Shea?  Is there any doubt that Israel was clearly involved in carrying out the FALSE FLAG/INSIDE JOB on 9/11?  Credible sourceshave even alleged that the Mossad spy ring actually ran the “Arab terrorists” later blamed for the 9/11 attacks.  Based upon the information put forth by Mr. Gerald Shea, in addition to the long history of Israeli infiltration and handling of “Arab terrorist” groups, is there any doubt about the legitimacy of these claims, namely that 9/11 was a false flag operation carried out largely by Israeli intelligence, which was facilitated and covered up by criminal Zionist elements in the U.S. government, media, and private sector?

Feds Admit Water Pump Failure Was Not Cyber Attack

(PRISON PLANET)   Despite a Department of Homeland Security advisor hastily telling the Washington Post that foreign hackers were responsible for the failure of a pump at an Illinois water plant earlier this month in a bid to drum up support for more government control over the Internet, federal authorities have been forced to admit that there is no evidence to support the claim.

“Curran-Gardner water district officials are happy that federal officials have ruled out a cyber attack as the cause of a water pump failure at the district,” reports The State-Journal Register.

“The whole thing was a general pain,” Don Craven, a trustee of the Curran-Gardner Township Public Water District, said Tuesday.

“First, they tell us that it’s the first instance of cyber hacking in the entire world, and everyone goes nuts. Now, all of a sudden, they tell us it’s not.”

DHS and FBI officials have confirmed that they have discovered no evidence of cyber intrusion or any other malicious activity by foreign or domestic hackers.

This marks a stark contrast to reports last week, which focused around the alarmist rhetoric of Homeland Security advisor Joe Weiss, who told the Washington Post, “This is a big deal….It was tracked to Russia. It has been in the system for at least two to three months. It has caused damage. We don’t know how many other utilities are currently compromised.”

The Post ran the story under the headline, Foreign hackers targeted U.S. water plant in apparent malicious cyber attack, expert says. Although the newspaper cited a report obtained by Weiss that was “unknown and impossible to immediately verify,” they still ran with the story, setting off an onslaught of subsequent fearmongering about how more cybersecurity powers were essential to prevent further attacks.

Indeed, on Monday Weiss was back in the news, telling the Toronto Star that the “attack” was “scary” and had “enormous implications” for infrastructure security.

As the Activist Post pointed out last week, the incident was hastily used to drum up support for increasing cybersecurity powers and government control over the Internet, before the true cause of the pump failure had actually been confirmed.

As we have previously reported, the threat to public infrastructure from cyber terrorism has been greatly exaggerated by authorities as part of en effort to justify increased state control over the world wide web and mandate a figurative kill switch for the Internet.

However, the most damaging cyber attack launched to date, the Stuxnet worm, was the work of the United States and Israel, the two countries most urgently pushing for cybersecurity powers to curb cyber attacks.

After months of so-called “experts” blaming Stuxnet on foreign powers or cyberterrorists, the New York Times reported in January that the attack was “A joint project between the Americans and the Israelis, with some help, knowing or unknowing, from the Germans and the British.”

Storm Watch: Arab Spring

“Arab Springs” are not as spontaneous as the Western mainstream media would have us believe. Their behind-the-scenes instigators always get “a little help from their Global Power Elite mega-planning friends…”

Isn’t it rather odd that after long decades of slumber, starting in early 2011 millions upon millions of Arabs throughout North Africa and the Middle East suddenly woke up, took to the streets, violently clashed with police and security forces, overthrew their governments and in one instance – Libya – managed to deliver their country to a perverse alliance of foreign terrorists, local thugs, CIA operatives and NATO bombers, eventually murdering their own exceptional leader, Muammar Gaddafi, live on global TV?

Question: just how spontaneous are these major social convulsions that lead to revolution, chaos, battles on streets and squares, thousands dead and injured, and the violent overthrow of entire governments?

To a certain degree they are, no doubt, spontaneous: people are growing weary of their national governments’ growing inability to resolve vital collective problems.

In fact, a survey of public opinion in any country in the world will show that, on average, half the population rejects their on-going governments, and even their entire political classes.

The more lucid and aware see them all as mere puppets subordinated to Money Power elites in one form or another: whether banking cartels, oil and mining companies, media moguls, domestic and foreign lobbies, or a wide array of war-mongers.

Because it’s not just the streets of Cairo, Tripoli, Damascus or Benghazi that are in turmoil, but also the streets of New York, London, Oakland, Madrid, Athens and Rome.

Uncannily, the standard image of social violence is the same everywhere: disgruntled, exasperated, impoverished protesters clashing with police and security forces: sad scenes of the poor fighting the poor… whilst one can imagine mega-bankers looking down from their 50th floor boardrooms, sipping their whisky and laughing at the scene down there…

What is different, then, about today’s optimistic sounding “Arab Spring”?  Basically, that ready-to-happen civil commotions and popular uprisings are purposely and maliciously being triggered by well-trained, well-financed, well-supported foreign and domestic agitators and agents, who have vested interests in destabilizing countries in that region to promote their own agendas, totally unrelated to the National Interest of the locals.

They have a very different axe to grind, aligned to the interests of specific foreign powers – notably the US, UK, Israel, France, EU countries and their regional pawns in Saudi Arabia, Bahrain, UAE, Kuwait – where the Global Power Elite is embedded.

In fact, this is a whole new form of waging war based on PsyWar (psychological warfare), where the mainstream global media become veritable weapons of mass mental destruction of people’s ability to see and understand what is really being done to them. As with all wars, its objective is conquest and control of entire countries and regions.

Modern war is waged by powerful nations on five different overlapping, holistic levels of aggression against weaker, appetizing countries, ranging from stark naked aggression to subtle subversion:

1. Military Invasion – Allows direct control by fully overthrowing and overpowering the target nation. It has one major drawback: it looks really bad on the evening news.  Today, this applies to Iraq, Afghanistan, Palestine; Libya is a moving target…

2. Military Coup – Identifies and supports domestic military/civilian allies and traitors willing to support a foreign power against their own people.  Latin America saw US-backed coups in the 60’s and 70’s in Chile, Brazil, Uruguay, Paraguay, Bolivia, Argentina…  Now we seem to be seeing this in Egypt.

3. Financial Coup – Banking cartels corner any government they please to do “the Global Power Elite’s bidding or else..!”  Examples: Argentina’s 2001/2 collapse, preceded by Mexico (1997), Russia (1998), Brazil (1999).  Today: Greece, Italy, Spain, Portugal, Ireland, Iceland…  Instead of tanks, they use the IMF, World Bank, US Treasury, ECB…

4. Political Coup – Flexibly uses combinations of “crises” to impose unelected governments such as Trilateralists Mario Monti in Italy, and Lucas Papademos in Greece…

5. Social Coup – Today’s PsyWar. First you map out internal social grievances and woes, strife and ancestral hatreds, then you pin the fault on a suitable scapegoat/patsy, then you support and arm domestic and foreign agitators and “freedom fighters”, ensuring that the Western Media clearly tell the world who are the “good guys” and who the “bad guys”.  Today, the “Arab Spring”.  Tomorrow, maybe we’ll see “Latin American Springs” or “South East Asian Springs…” or “Former Soviet Republics Springs…”

Many countries today fit one of these categories and/or a combination of several of them, escalating to/descending from one to another.  Egypt began as a “Category 5” and escalated to a “Category 2”.  Libya also began as a “Category 5” and was bombed into a veritable “Category 1”.

Macro-management by the Global Power Elite is governed by their specific goals and interests in each country, because they still need a strong US, a nuclear Israel and a stable Germany, but they definitely do not want a strong Russia and China, a nuclear Iran and a stable Latin America…

Like Hurricane Watches in the Caribbean, maybe we should start mapping out Political Regime Change Watches on a regional, even global, basis.

It would certainly help in tracking the dark clouds of war, death and destruction that are gathering.

Passengers will NOT be able to opt out of full body scans that see through clothing despite health and privacy fears

Passengers will not be allowed to opt out of ‘nude’ full-body scans at UK airports, the Government announced yesterday.

Those who refuse a scan at Heathrow, Gatwick and Manchester, where trials of the devices are being held, will not be allowed to fly. 

But ministers have announced that electronic ‘modesty’ software is being developed to save everyone’s blushes.

This will allow the machine itself to judge whether the passenger is hiding a gun or a bomb, rather than letting the operator view the full-body image.

A final decision about rolling them out across Britain and the Continent will be made next year.

The machines are widely used in America, but have caused widespread controversy due to complaints about invasion of privacy.

They are also currently under EU investigation amid fears they produce dangerous levels of radiation and could be completely banned in April if experts rule they are dangerous.

Transport Secretary Justine Greening said passengers selected for scanning would not be able to fly if they refused to be scanned.

However, with proposed new equipment machines will see revealing images of passengers rather than security staff.

Ms Greening said the new machines will be tested to ensure they remain ‘unable to copy, save or otherwise transmit images’.

She added she would also be considering the EC report on the health risks of scanners.

The three airports have been trialling the body scanners since an attempted terrorist attack on Christmas day 2009.

Umar Farouk Abdulmutallab attempted to blow up a transatlantic flight bound for Detroit with a device hidden in his underpants.

Ms Greening said she believed, in principle, that scanners should be rolled out across UK airports.

Following a consultation on scanners, the overwhelming feedback from airports was that nearly all passengers accepted the use of them, Ms Greening said.

The Government was only aware of 12 refusals among more than a million scans.

‘Most responses to the consultation expressed discomfort with the idea of having an image of their body captured for analysis, and they indicated that – if selected for a security scan – they would prefer to opt for an alternative method of screening,’ she said.

‘I have considered this carefully. However, I have decided against it, on security, operational and privacy grounds.

‘I do not believe that a ‘pat down’ search is equivalent in security terms to a security scan. 

‘The purpose of introducing security scanners in the first place was to protect the travelling public better against sophisticated terrorist threats.

‘These threats still exist and the required level of security is not achieved by permitting passengers to choose a less effective alternative.’

Body scanners are widely used in the U.S. and have caused no end of controversy after people said the images were a cause of embarrassment and, in some, cases a violation of their privacy.

Mahmoud Abbas hails new era of partnership between Fatah and Hamas

Mahmoud Abbas, president of the Palestinian Authority, risked the loss of hundreds of millions of dollars of US aid on Thursday by hailing a new era of partnership with Hamas.

After a two-hour meeting in Cairo with Khaled Meshaal, the leader of the radical Islamist movement which is considered a terrorist organisation by America and the European Union, Mr Abbas declared: “There are no more differences between us now. We have agreed to work as partners”.

The talks were the first step towards implementing a reconciliation pact agreed in May between Hamas and the moderate Fatah faction led by Mr Abbas.

While Palestinian officials from both sides welcomed the meeting as a “milestone”, they stressed how many thorny issues remained to be resolved. Hamas seized control of the Gaza Strip in 2007, while Mr Abbas is based in the West Bank town of Ramallah. The two leaders agreed to release Palestinian political prisoners held in their respective prisons.

They also fixed Dec 22 for a meeting of all Palestinian factions in Cairo to address the formation of a unity government and the drafting of a reconciliation document. Both sides hope to hold Palestinian elections in the first half of 2012.

But key points of division remain unresolved. On Wednesday, Hamas said that it “will not recognise Israel and won’t give up its principles.”

On this basis, Israel has threatened to cut all security and financial relations with the Palestinian Authority if it includes Hamas in a unity government.

Benjamin Netanyahu, the Israeli prime minister, urged the Palestinians to draw back from reunification with Hamas yesterday, saying the “only path to achieving peace is through direct negotiations”.

A united Hamas-Fatah government would not only face a crisis in relations with Israel. The US, Canada and Australia are among the governments that list Hamas as a terrorist organisation. Last year, US aid to the Palestinian Authority totalled $600m, a sum that would be in jeopardy if a unity government were to be formed.

The European Union also insists that it would not co-operate with Hamas unless it recognises Israel and abandons violence.

Some Palestinian analysts interpreted the display of unity with Hamas as a sign that Mr Abbas is abandoning a US-led peace process in favour of popular resistance to Israeli occupation.

“The situation as it stands now is unbearable,” explained Dr Samir Awwad, Professor of International Relations at Bir Zeit University. “Negotiations have hit a serious dead end. The US, who are meant to be interlocutors in the peace process, have finally exposed their position and sided squarely with Israel. What remains for Abbas and the Palestinians but to oppose Israel’s aggressive expansion of settlements and its annexation of Jerusalem with united popular resistance?”

The Arab League says that it would provide aid to make up for any loss of US or EU support for the Palestinians. Even so, the Palestinian Authority would probably not be able to function for long without financial backing from American and European donors.

Also absent from Thursday’s discussion was the issue of who would serve as prime minister of any unity government. Hamas repeated earlier this week that it would not accept the unelected leadership of Salam Fayyad, the sitting prime minister appointed by Mr Abbas. While Mr Fayyad himself has indicated his willingness to step down if that would ease reconciliation, Fatah officials say that Mr Abbas will fight to keep him.

After the meeting, Hanan Ashrawi, a senior Palestinian official, insisted that Mr Fayyad remains the only man for the job.

“It is not acceptable that Hamas or anyone should be able to veto someone,” she said. “Fayyad has built institutions. He has proved himself to be a national leader. I can think of no one who could step in to replaced Fayyad. No one else is as credible, honest or acceptable. We have a success story with him – why change it?”

Dr Ashrawi stressed that the proposed Palestinian government would be a non-political body of technocrats. She added: “If the US wants to cut funding then they want to see a breakdown here and as they well know, a breakdown is not contained within a specific territory or borders.”
